Issuing “Ε-guarantees” with increased security
TMEDE, in the context of its effort to constantly improve the services provided to its credit beneficiaries – always aiming to fulfill its mission effectively – has upgraded its digital platform “e-guarantees” to increase security. It should be noted that electronic letters of guarantee issued by the Fund meet all legal requirements and are thus accepted by the Contracting Authorities. Therefore, there is no need to be submitted in paper form in a sealed envelope, following the provision of Article 3.5 b of the 127/2017 decision of the Hellenic Single Public Procurement Authority (Government Gazette, B’ 4534/21.12.2017), which stipulates that:
the user – economic operator shall submit the above (sub)files via the subsystem, as described below: a… b. In addition, within three (3) working days from the electronic submission of the above data and supporting documents, the economic operator must submit the original participation letter of guarantee to the contracting authority in paper form in a sealed envelope. It should be noted that this obligation does not apply to electronic guarantees (e.g. guarantees issued by TMEDE), which bear an advanced digital signature.
